He's one of the most influential villains of the series, as he is the first Heroic Spirit, which makes him responsible for most of the conflict in the first place and he is presented as a big threat to the heroes. He also is the most heinous due to wanting to wipe out humanity whole and commiting many murders and tortures, and is also implied to be a rapist according to Saber. Being the most powerful Heroic Spirit and as well as being highly intelligent and powerful, he definitely isn't a slouch when it comes to power. While he might have redeeming qualities, they don't migrate his villainy and while there are other powerful and influential villains out there like Zouken Matou and Kirei Kotomine, the former has a near redemptive death and the latter is a tragic and sympathetic anti-villain. Overall, due to having mostly the power and the influence, as well as being far more evil than Zouken or Kotomine, I think he perfectly qualifies for the status.

He's the most influential unredeemed villainous character by his death and the most evil character in the series. It's indicated he has control of an entire small army and his own fashioned technology that it's demonstrated the various train carts are pretty much incapable of defending against him invading and killing them in the pocket dimension, which places him as a regional threat. Amelia has more resources but even before her semi-redemption she's too inconsistent to count and obviously can't after. He supplanted Grace, who also got redeemed. He is given a good degree of narrative sympathy but not enough to take him out of NPE status, similar to Johan or Sephiroth.

Does he have people to outrank since he is only the villain for one movie?

I think he is, because he’s the reason Superman became a dictator and an irredeemable monster.

The reason I think this is because he’s just too sympathetic, yes he imprisoned Naruto and Hinata and has framed Boruto, but he still has a tragic past and is protecting his foster parents in his own twisted way, he even vowed to let them kill him after he ended the Otsutsuki legacy which meant killing Boruto/Momoshiki and Code. So I think he should be removed.

For me personally, It's either Thomas Wayne or Lady Arkham, or maybe both. Thomas Wayne is basically a gangster who has committed many evil deeds, such as being responsible for all of Gothams organized crime and as well as being responsible for his son becoming Batman. Even after his death, his actions would lead to the rise of numerous villains in the game, such as The Penguin and Lady Arkham herself and his actions would lead to Lady Arkham releasing his criminal files to the public, which leads to Oswald Copplepot taking his place as the new CEO for Wayne Industries, making Thomas partially responsible for this outcome. For Lady Arkham, she has released a drug to drive millions of people on Mercy Street insane and did many personal acts, such as drugging Bruce into beating Oswald Copplebot to near death to have him committed to Arkham Asylum and kidnapping Alfred Pennyworth to torture him the same way her foster parents did to her long ago.

Either she or Eyeball Ruby is TUE of this show because the diamonds and basically everyone else redeemed themselves and out of all the unredeemed villains I think Aquamarine is the most evil even though I love her and Eyeball Ruby is basically the same as Aquamarine so is one of them a TUE?

So out of all, who do you think counts? For me personally, it's Alina Gray's anime version, cause she's easily the most evil and heinous villain in the anime series, as she lacks any real redeeming qualities and is willing to put all of humanity in a Fate Worse Than Death. She also has decent enough influence, due to being responsible for corrupting the Magius into turning most Magical Girls into Uawasas and her actions have an impact on the heroes.

I think they both qualify as the TUEs (for now at least, we still don't know if Edgar of the Shadows organization is really going to pass the heinous standards yet and be extremely powerful and influential on top of that) of the FreezeFlame universe, since they are both very powerful and influential villains, and although Fawful was only in a lesser position of the Bohnenkraut Kingdom while Johann XVIII was king, he had served Johann XVI in Mushroom World War II, and then he and Johann XVIII were in cahoots plotting to kill multiple people. Fawful also presumably manipulated Johann XVIII into becoming a complete despot, and he continued to commit more evil deeds such as making Bowser II get the Fawfulvyrus in an attempt to kill him. Johann XVIII and Fawful also caused Ludwig to hatch at the House of Kopparberg (aka the Koopa Royal family's castle) instead of at the House of Kasebohne (aka the Speckbohne Royal family's castle), due to conspiring with Johann XVIII to kill Sophia and then executing her and Reinhold, kicking off the events of Bowser's Koopalings where Ludwig is the first of Bowser II's and Princess Peach's adoptive sons, further adding to their influence.

His attempt of using Saint Corpse would make the world outside America in eternal chaos or even completely destroyed, which would make him the most heinous villain in terms of scale of threat. Even Tooru, the Big Bad in Jojolion is just a local threat. And since SBR is a different continuity unlike the original universe, he doesn't need to compare with the likes of Dio Brando.

I was watching Dota: Dragon’s Blood on Netflix recently and I was wondering who the Ultimate Evil of That series is? For me personally, I think it’s Terrorblade, because he probably the most evil of all of the villains in that series, while The Invoker and Kashurra, were more successful, the former remade the universe because he wanted to bring his daughter back, and while Kashurra was the most successful in awakening Mirana’s powers as the sun goddess, he pails in comparison to Terrorblade in terms of heinousness and goals to attain the Dragon Souls and remake the universe.
