The Avengers: Earth's Mightiest Heroes is a Marvel animated series based on the Avengers comics that aired on Disney XD from 2010 to 2012. In this series, a superhero team known as the Avengers face many dangerous villains that threaten the world or, in some cases, the entire universe. However, no villain is more evil and dangerous than the fire lord Surtur.
Plot[]
The series follows a group of superheroes known as the Avengers. In the beginning of the series, 75 supervillains escape from four super-prisons, resulting in several superheroes including Iron Man, Thor, the Hulk, Ant-Man, and Wasp to team up to defeat Graviton and form the Avengers. They take on many dangerous supervillains including the Masters of Evil, HYDRA, Kang the Conqueror, Ultron, and Loki in the first season, and the Kree, the Skrulls, Red Skull, and Galactus in the second season. The series was cancelled after just two seasons.

Loki[]
The main antagonist of the series and the one responsible for the breakout which led to the formation of the Avengers. Loki has the largest influence of any villain in the series, being the main reason the series happened in the first place. During the first season, he masterminds a plan to conquer the nine realms, which included not only the breakout, but the formation of the Masters of Evil and stealing the Odinforce, which made him the most powerful villain the Avengers had faced up to that point. When he loses control over the Odinforce, he doesn't care and allows it to begin Ragnarok and destroy the Nine Realms out of petty spite. One of the most evil villains in the series, Loki was built up to be The Ultimate Evil in season 1.
However, in the second season, Surtur is introduced as a far more powerful and dangerous threat, so much to where even Loki wouldn't dare associate himself with him and refused to use the Norn stone connected to his realm, Muspelheim. Additionally, Loki becomes a pawn to Surtur through the Enchantress (who was willingly working with Surtur at that point) in "Powerless", meaning he cannot count.
Galactus[]
The overarching antagonist of season 2 and the final villain the Avengers faced. He is the devourer of worlds who destroyed the Skrulls' homeworld resulting in the Skrull invasion of Earth, giving him a strong influence in the series. He's the most powerful villain in the series, being completely unstoppable and a threat to the entire universe. It took all of the Avengers, New Avengers, the Fantastic Four, and many other superheroes to stop him from devouring Earth by banishing him to the Negative Zone.
While Galactus has the power and is dangerous enough to qualify, he doesn't have the evil as he isn't shown to have much characterization due to not having any lines, it's implied and he and his heralds aren't sentient (although one of his heralds, Terrax, did display some sentience), and while he does destroy planets, he only does this to survive, so one could argue he fails the series heinous standard to both Loki (who spitefully attempted omnicide with fewer resources) and Surtur (who has a higher confirmed kill count and actively wanted to destroy all of existence).
