General Hemlock is the main antagonist of Dead Rising 3. He is a Special Ops General that seeks to rule the world as a de facto dictator using zombies and super weapons to kill any powerful authority figures that get in his way.

He was voiced by Robert Craighead.

Actions and Characteristics

• His goals are the most heinous to exist in the franchise, as while Carlito Keyes attempted to kill off all of America twice, Marian Mallon infected two cities and performed unethical experimentations and Isabela Keyes assisted and caused the events of Dead Rising 1 and 3 in the first place, Hemlock attempted to rule the entire planet as a dictator by causing outbreaks all over the world, which could have lead to billions of deaths, giving him a scale that surpasses every other villain in the series.
• He has a good level of influence over the third game, being responsible for many of the events in the main game, the first DLC, Operation Broken Eagle, the second DLC, Fallen Angel and being the one responsible for Diego dying, many of the illegals and Gary being kidnapped, Rhonda almost dying and corrupting Red into joining his side by setting a 5 million dollar bounty on Nick Ramos's head.
• He is the general of the Special Ops, with easy access to firebombs, a small army of men, Marian Mallon as his right hand and has an advanced helicopter capable of travelling the city in minutes, which he also used for his harvesting of king zombies to create super weapons, making him the most powerful character in the series.
