My Little Pony: Friendship Is Magic is a Canadian-American animated fantasy television series based on Hasbro's My Little Pony line of toys and animated works. This series tells the adventures of Twilight Sparkle and her friends. Although the series has moments of calm and happiness, there are several villains who have come to threaten Equestria several times and none have been as cruel and evil as Cosmos. Plot[]
As mentioned, the series follows the adventures of the Mane Six, who as the series progresses, learn the values of friendship, as well as various lessons that each chapter leaves us with.

Grogar[]

The first emperor and ruler of all Equestria, he created all the monsters known in these lands, and allowed them to terrorize and torment the ponies, so much so that it is implied that his rule caused the death of several ponies. Even after his disappearance, the campaign would be a catalyst for the events of season 9 with Discord impersonating him and bringing together 4 of Equestria's most dangerous villains.
However, the main reason why he cannot be TUE is that he is too enigmatic, we only know about him through stories and flashbacks and what is shown is quite little, therefore he cannot be TUE.
Queen Chrysalis[]

Former Queen of the Changelings and member of the Legion of Doom, she stands out as one of the most evil villains in the franchise, locking Princess Cadence in the mines leaving her to die (probably), which would also lead to a full-scale invasion of her army of Changelings to Canterlot, also being powerful enough to take down Celestia, in her second appearance as an antagonist, she manages to capture all the ponies (including the two princesses) to extract their love, sadistically mocking Starlight for her failed attempts. All these actions would lead to the mistaken belief that the Changelings are evil and heartless beings because of Chrysalis. Ironically, her second defeat led to the Changelings changing for the better thanks to Torax (which she threatened to eliminate). For season 9 she came to ally with Tirek and Cozy Glow in a last attempt to take Equestria, being the most dangerous of the 3, letting the windigos freeze all of Equestria to try to eliminate the remaining species and threatening to tear off the wings of Spike in front of the Mane six.
Despite all of her actions, she ultimately fails due to Fridge Horror and also the fact that she genuinely begins to respect her fellow villains, and is also not entirely irredeemable, as she nearly befriended Cozy and Tirek. before denying it, this disqualifies her from being TUE.
King Sombra[]

Former ruler of the Crystal Empire and probably the darkest and most evil villain of this generation behind only Cosmos. During his rule, he enslaved the crystal ponies (as well as implying that he murdered the previous ruler), and with his magic he managed to brainwash them all, to make matters worse, by doing so he also showed the ponies' deepest fears as a way to mentally torture them, fortunately Celestia and Luna banished and imprisoned him, but not before disappearing the empire itself out of spite. Once he returned, he tried again to recover the empire, this made Cadence, with her magic, try to prevent him from entering the crystal empire (which exhausted her physically and mentally), while this was happening to all the crystal ponies, when They tried to remember it, it caused them great pain because of Sombra. Time after his defeat, in one of the alternate lines that Starlight created and in which he was never defeated, he decided to declare war on all of Equestria in an attempt to conquer it, the scene is shown in a dark and depressing tone, with him once again enslaving the ponies and with no one (not even Celestia) who can help him. cope by once proving his evil. Upon her return in season 9, she demonstrated her evil again, by threatening Flurry Heart (who is just a baby) to make Cadence and Shining Armor surrender, and destroying the tree of harmony (which has been shown to have life, which means that he basically murdered someone), in a display of his power he managed to mentally control the entire population of Ponyville in an attempt to take the throne of Equestria, which is already a somewhat impressive feat of his power and evil. He was so evil, that he is the only villain that the mane six decided to eliminate by their own decision (Something they didn't even do with Cosmos), in an attempt to prevent him from returning again, instead of turning him into stone, banishing him to the moon or locking him in tartarus. His influence is such that several still remember him with fear and without the tree of harmony, they could not stop the legion of doom easily.
However, the only and ONLY reason why he can become TUE is the fact that he depends on fridge horror, since it is not known if it was really the intention that the everfree forest would destroy everything, since it seems that he never realized that, that single quality disqualifies him from being TUE.
Storm King[]

A being from the lands beyond Equestria decided to conquer everything, sending his henchman Tempest Shadow to Canterlot, managing to lock all the ponies in cages, and turning the three princesses into obsidian statues and forcing the Mane Six to escape. Throughout the film, it is revealed that he managed to conquer several lands and a pirate ship, the kingdom that was most affected was that of the hippogriffs, who were forced to flee to the ocean in an attempt to escape from him, silverstream (one of the young six) would be traumatized and terrified by him. In the comics, it is also revealed that although he is king, he is not interested in governing at all, but rather enjoys tormenting, causing chaos and destruction, which is demonstrated in the film where he causes a tornado that also takes away his troops. Once he arrives in Canterlot, he steals the power of the 4 princesses and betrays Tempest, trying to kill Twilight and Tempest with a sadistic laugh. However, the Mane Six save them, but in a last attempt and out of spite, he tries to petrify the protagonists but Tempest Intervenes manages to make him turn into obsidian, falling to his death. His actions would cause the Mane Six to open the school of friendship to make all the creatures in the world learn, including the hippogriffs whom he tormented, and would be mentioned several times throughout season 8.
However, the main reason (apart from the fridge horror) why he cannot be TUE is that he is not that influential. Apart from the movie, Equestria Girls and season 8, in season 9 he is never mentioned again (although Capper and Tempest do appear) and goes into the background, which prevents him from being TUE.
