Naruto the anime and manga series and it's sequel series Boruto has a variety of villains.
Plot[]
The series follows a boy name Naruto Uzumaki as he journeys to become the Hokage, the leader of the Hidden Leaf Village. Along the way he had to face many villains who were a threat to the village and some who posed a threat to the entire world. After saving the world from grave threats in the Fourth Great Ninja War, the story then follows his son Boruto on his goal to be his own ninja.
Potential Candidates[]
Shibai Ōtsutsuki[]
Shibai is revered among members of the Ōtsutsuki Clan to be an Ōtsutsuki god. He is noted to have consumed several Chakra Fruits which resulted in the destruction of many worlds to the point of gaining unprecedented levels of power. Shibai is noted to have gained so much power that it is speculated that he transcended his physical body to another plane of existence. He is by far the most powerful member of the Ōtsutsuki Clan that is stated to have been responsible for unparalleled levels of destruction in his quest for godhood.
However, he is largely unseen throughout the series and his motives for his actions and overall character remain a mystery, so there is not much information on him to be considered one.
Momoshiki Ōtsutsuki[]
Momoshiki is a member of the Ōtsutsuki clan who was already responsible for consuming a less fertile Chakra Fruit of another world causing the deaths of all life on that specific world. He poses a major threat to Earth as he intended to take all of Kaguya's chakra to create a Chakra Fruit of his own. In spite of his defeat, he remains a consistent threat to Boruto and his allies and intended to take over Boruto's body to resume his plans of obtaining the Chakra Fruit. He is also one of the evilest characters in the series who was responsible for destroying a planet killing off all life on it, along with turning Kinshiki into a chakra pill to achieve more power with no regard for Kinshiki's being. Momoshiki is one of the most powerful characters in the series whose presence was a threat enough to Kaguya where the latter considered constructing a White Zetsu Army in case he came to Earth to take her chakra.
However, it was revealed that there is an Ōtsutsuki who was responsible for destroying many worlds and consuming several Chakra Fruits to the point of obtaining godhood, with Momoshiki confirming the existence of Shibai Ōtsutsuki. His arc is also still ongoing.
Kawaki[]
Kawaki has been built up to be one. He is responsible for sealing away Naruto and Hinata in order to protect them in his own twisted way, and used Ada to cast the Omnipotence jutsu around the world to switch the memories of himself and Boruto to falsely make Boruto into a criminal and Kawaki into the son of the Seventh Hokage. He states that his goal is to kill all Ōtsutsuki who is a threat to his father, Naruto, and intends to kill Boruto who has Momoshiki within him. A flashforward of the series shows Boruto fighting Kawaki in the ruins of the Hidden Leaf Village with the implications that Kawaki was behind the mass destruction of the village. Since the time-skip, Kawaki has become more involved in his goals of killing all Ōtsutsuki and will not hesitate to fight Boruto at any given moment. Kawaki is also shown to be at Boruto's level of power.
At this moment however, Kawaki's story arc is ongoing before having a chance to be considered as The Ultimate Evil.
Jura[]
The leader of the Human God Trees, Jura has everything he needed to be The Ultimate Evil. He came from the Kara Organization’s Ten-Tails after Code unwittingly made it more dangerous than before, and he plans to devour Naruto but then later chooses Himawari to gain more power and become a true God Tree, he is also an immensely powerful being capable of killing several shinobi's and easily defeating Kawaki. Unlike his fellow Human God Trees that take the appearance of the person after they bite them to trap them into trees, Jura is the direct incarnation of Kara’s Ten-Tails.
As of this moment, his story is still ongoing before he could be qualified as The Ultimate Evil.

Orochimaru[]
Orochimaru was the series' first Big Bad and the biggest threat to the Hidden Leaf Village. In Part 1 of the series, he was built up to be the biggest threat to heroes. He was responsible for nearly destroying the entire village by starting a war between the Sand and Sound Village. At the time in Part 1 of Naruto, Orochimaru was built to be one of the most powerful ninjas in the Hidden Leaf Village and one of the most dangerous. He was specifically after Sasuke and wanted to take possession of his body to gain the Sharingan and master all jutsu. He also wanted to become immortal.
However, after Orochimaru's defeat to Itachi Uchiha, Orochimaru has since abandoned his evil goals and has made a family of his own. While he is exceptionally bad in his own right, he lacked the scale of influence like a portion of other villains in the series.
Obito Uchiha[]
Obito Uchiha, who went by the name's Madara Uchiha and his goofy persona, Tobi, was a fallen hero who turned to villainy after witnessing the death of his friend Rin, and was built up to the biggest threat in the series. He was the leader of the Akatsuki behind Nagato and the one responsible for unleashing the Nine-Tailed Fox on the village when Naruto was born. He also participated in the Uchiha Clan Massacre and was presented as a very serious threat after he stopped acting as his goofy Tobi persona. Obito started the Fourth Shinobi World War and wanted to take the Nine-Tails and Eight-Tails from Naruto and Killer B in order to revive the Ten-Tails, become it’s Jinchuriki, and place the world under a powerful illusion called the Infinite Tsukuyomi.
However, after he realized the error of his ways, Obito redeems himself and helps the heroes with him sacrificing himself in the final battle against Kaguya.
Madara Uchiha[]
One of the strongest contenders for The Ultimate Evil in the series. Madara was a long time threat in the Naruto series who was responsible for many atrocities including molding Obito into becoming a villain. Madara was built up throughout the course of the story to be the most dangerous, powerful, and unprecedented threat the heroes would have to face. In addition to his menacing powers, he was also built up to be thoroughly ruthless, very manipulative, and not a person to be reasoned with. Madara gained even more power when he became the Ten-Tails Jinchuriki and awakened the Rinne Sharingan. He was also largely successful in his plans to put the entire world under the Infinite Tsukuyomi.
However, despite his tremendous power and influence, it was revealed that Madara was a pawn to Black Zetsu and Kaguya Ōtsutsuki. In addition, he was back-stabbed by Black Zetsu and was forcibly made into Kaguya's vessel which means he cannot qualify.
The Ten-Tails[]
Initially built up to be an unfathomably powerful creature of overwhelming power and might since it had the combined powers of all the Tailed Beasts. It was the thing that Obito wanted to revive during the Fourth Shinobi World War. It was described to be a powerful creature that can move mountains and nearly terraform the entire planet and described as a dangerous and evil creature. However, as it was revived it was under Obito's and later Madara's control. In addition, it was revealed that this creature was also influenced by Kaguya Ōtsutsuki, and it was revealed that the Ten-Tails was a weapon from the Ōtsutsuki Clan that was made to help the clan in their plan to take chakra from a planet so the Ōtsutsuki can make a Chakra Fruit.
Black Zetsu[]
While initially thought to be a right-hand man to Obito Uchiha and later Madara Uchiha. It was revealed that Black Zetsu was an evil creation of Kaguya Ōtsutsuki. In addition, it was also revealed that he was the mastermind behind many wars and conflicts for centuries and predating the existence of Madara. Black Zetsu also manipulated Madara Uchiha and rewrote the Uchiha Stone tablet, leading to Madara creating the Eye of the Moon Plan which involved the revival of the Ten-Tails. He was also able to immobilize and turn Madara Uchiha into Kaguya's vessel with no struggle when Madara let his guard down. Even during Kaguya's battle against Team 7 and Obito, Black Zetsu acted as the one guiding Kaguya in battle proving himself to be very smart and strategical.
While Black Zetsu is one of the most evil and manipulative characters in the series, he’s very weak in comparison to the other villains and is merely a subordinate to Kaguya. The series even has villains capable of destroying worlds, so Black Zetsu cannot qualify as The Ultimate Evil.
Kaguya Ōtsutsuki[]
As the final villain of the Naruto: Shippuden storyline, Kaguya had all the parts of what The Ultimate Evil is supposed to be, as she was the most powerful, most dangerous, and one of the most evil beings in the series. In addition, she was the one who created Black Zetsu in order to carry out her will and had made Madara Uchiha her vessel during the Fourth Shinobi World War and attempted to turn all of humanity into White Zetsus to create her ideal version of a world she desired, and due to eating the Chakra Fruit, she gained immeasurable power, achieving godhood and immortality, meaning she couldn’t be killed by normal means, and had to be sealed away being the only way of defeating her. She also ruled the world with an iron fist over 1000 year ago with the people either worshipping her or fearing her, until she was stopped by her sons who sealed her away.
However, it was revealed that she wanted to build an army of Zetsus to stop an unforeseen threat to her. As the story progress past Shippuden, it was revealed that Kaguya was the first Ōtsutsuki threat that the world has faced and that there were other Ōtsutsuki’s out there that intended to destroy the world and take her chakra. As a result of this she cannot be qualified as The Ultimate Evil.
Sasuke Uchiha[]
The rival to Naruto throughout the series. Towards the end of Naruto Shippuden, Sasuke intended to murder Naruto then kill the Five Kage and keep the Tailed Beasts sealed away. He wanted to become the new ruler of the world who took on everyone's hatred as his own. While Obito, Madara, and Kaguya were already defeated, Sasuke's plan for world domination along with his immense powers sets him up to be a global level threat.
However, after his fight with Naruto, Sasuke saw the error of his ways, abandons this plan, and breaks free of the Curse of Hatred.
Isshiki Ōtsutsuki[]
He was revealed to be a global threat that intended to destroy the entire world along with being the founder and leader of the Kara organization. He had what it took to be The Ultimate Evil as he was one of the most powerful and evil beings in the series who could beat Naruto and Sasuke in battle. He was also influential with control of the Kara Organization and his influence over Code to carry on his vision after his demise.
However, unlike Momoshiki, Isshiki lacked the global cataclysm that Momoshiki committed. And unlike Momoshiki who still remains a threat within the story, Isshiki himself has been extinguished and can no longer remain a threat.
