Plot[]
The Powerpuff Girls revolves around the adventures of three kindergarten-aged girls with an array of various superpowers: Blossom (pink), Bubbles (blue), and Buttercup (green). The plot of an episode is usually some humorous variation of American superhero and Japanese tokusatsu shows, with the girls using their powers to defend their town from villains and giant monsters. In addition, the girls have to deal with the normal issues that young children face, such as sibling rivalries, loose teeth, personal hygiene, going to school, bed wetting, or dependence on a security blanket.

Mojo Jojo[]

The main antagonist of the series. Arch-nemesis to the titular super heroines, Mojo Jojo committed many crimes in the series, such as trying to take over Townsville, hiring the Amoeba Boys into helping him kill the Powerpuff Girls, or nearly killing Professor Utonium.
However, while he’s the most influential villain of the series, he falls way too much to other heinous villains in terms of power. Furthermore, he is too inconsistent to be TUE due to the fact that he is rarely if ever taken seriously which easily takes away from the threat, he's supposed to present not to mention that he also has a crazy number of redeeming qualities.
Dick Hardly[]

A one-shot antagonist of the series, appearing in the episode "Knock It Off". The false "friend" and partner of Professor Utonium, Dick is a greedy and sociopathic man who used the Powerpuff Girls to make money off them. By doing so, he manipulated the girls into giving samples of Chemical X and mass produces crude replicas of the girls that deteriorate easily. Dick then traps the real Powerpuff Girls in a glass dome and slowly, painfully, and nearly fatally drains them of their Chemical X. Note that he is the only villain to lack any redeeming traits, detracting comedic moments and passes the heinous standards for his low resources, which makes him a full on PE.
Despite this, he fails to HIM in terms of his power and impact in the series, as he’s just a one-shot villain without any supernatural power.
The Rowdyruff Boys[]

The male and evil counterparts and archrivals of The Powerpuff Girls, their occasional goal is to kill the Powerpuff Girls and don't care how much people they can hurt. Their worst action is endangering multiple innocent people during an attempt to kill the Powerpuff Girls, almost causing the deaths of the innocent people as a result.
However, they failed in comparison with HIM, due to their severe lack of impact, only appearing in two episodes, and they aren’t as powerful as HIM.
