Villains who are disallowed for one reason

List of Disallowed Pages
- AUTO: Is an Anti-Villain/Villain by Proxy.
- Billy Loomis: While he certainly has the influence, he falls short in power and heinousness to Roman Bridger.
- Bryce Walker: Almost redeemed himself, and is less evil and influential than Monty.
- Chucky (Both versions): The Original fails in power to Damballa and the Remake version is a Villain by Proxy.
- Dr. Eggman (Game Series): Fails in influence in comparison to The End.
- Dormammu (MCU): While one of the most heinous villains on scale, compared to Infinity Ultron, Dormammu isn't as powerful or impactful a threat.
- Emperor Nefarious: Fails in influence to Emperor Tachyon due to his actions only affecting one game rather then the entire series.
- Exetior: Despite his influence, heinousness, and power, he is on and off due to wanting to save Mobius from the Highests.
- Grimmel the Grisly: Fails in power and heinousness compared to the Red Death and Drago Bludvist.
- Joker (Arkhamverse): Fails in power and overall scale of villainy to Brainiac and even other non qualifiers such as Scarecrow and Hugo Strange, due to his villainy being limited to one city rather then the whole world.
- Joker (DC Animated Universe): Badly outclassed in terms of resources, influence and heinousness by Darkseid and even other non-qualfiers such as Lex Luthor and Brainiac.
- Lyric the Last Ancient: Slightly falls short in heinousness compared to Shadow.
- Mussolini (Pinocchio): Too comedic to be The Ultimate Evil.
- Monstrox: Is too comedic to qualify as The Ultimate Evil.
- Makima: Ultimately outclassed by the Ultimate King of Terror on the basis of heinousness & power.
- Novisor: While he meets the criteria in Among Us Logic, in GameToons as a whole he fails in power influence and heinousness to the Darkness.
- Raven Beak: Despite his influence, he fails to Mother Brain in power and her scale as she is universal, while he is only galactic.
- Red Death: Is outclassed by Drago Bludvist on terms of heinousness and threat level due to his ambitions to wage war on the world & conquer it, and even has more power than her considering he has the king of dragons under his command to subjugate any dragon he can remotely come across.
- Ragyō Kiryūin: Is a fanatical servant of the Primordial Life Fibre's goals and her life fibre abilities originate from the Primordial Life Fibre with even her influence amounting to little more than assisting the instigator of the series.
- Ozai: Outclassed by Vaatu on terms of influence as the cause of the Avatar cycle, power as the god of evil, and on heinousness with the apocalyptic plus he seeks for the entire material world while enslaving all spirit kind. He is also arguably outclassed by Sozin who is the cause of the 100 year war that has lingering effects till the present day.
- Sark: Is not as influential and lacks the scope Exeller has.
- Scarecrow (Arkhamverse): Fails in overall power and heinousness to Brainiac.
- Sean Prescott: While very influential and the main catalyst for the stories events, he fails the heinous standard of Life is Strange.
- Sir Benedict Cumbersnatch: Is outheinoussed by Niles.
- Solaris/Mephiles the Dark: While certainly heinous enough, they lack influence in comparison to The End due to all of their crimes being erased from canon.
- Sozin: While has one of the biggest influences of all villains in the franchise, he is ultimately outclassed in power and heinousness by the omnicidal god of evil, Vaatu.
- Sukuna: While the more powerful of the Big Bad Ensemble with Kenjaku, and is to be the Final Boss of the series, Sukuna is ultimately only an extension of Kenjaku's influence.
- Unalaq: While without a doubt the most dangerous human villain to have grazed the franchise as well as having the biggest influence of all villains during Korra's era as the Avatar, he is merely Vaatu's enforcer.
- Viz: Despite his influence, he's ultimately a pawn to Diz's schemes.
List of Disallowed Franchises
- Any Pure Shock Value/Exploitation Works: They hardly serve any purpose other than to shock the viewer, which as a result, no villain can truly stand out which goes against the idea of the franchise's "Most Evil".
- Any Pure Comedy based works: These works never have any of its major threats taken seriously, which largely takes away from the threat they are supposed to present as The Ultimate Evil. The only exception to this is if the villain in question is a Game Changer who dramatically changes the tone of the work.
- Batman (2004 series): The Joker lacks the scale to be TUE and Hugo Strange while being heinous enough, is ultimately a pawn of the Joining who are more powerful and influential who can’t be TUE due to being a hostile species.
- Cannibal Holocaust: Most influential villain fails in power and intelligence and all other villains are either Outright or part of a villainous organization.
- The Dark Knight Trilogy: Most influential, powerful and heinous villain is a well intentioned extremist and the other villains cancel each other out in power, influence and heinousness.
- DC & Marvel Comics: The continuity of both suffer way too much from 'depending on the writer', making it too inconsistent in narrative for any villain to have sufficient influence to qualify.
- DuckTales (2017): Only villain that has the qualifications is Outright and all of the other villains cancel each other out in power, influence and heinousness.
- Friday the 13th: Most heinous villain is too tragic and every other villain lacks heinousness and/or power
- Henry Stickmin: The only characters both heinous and influential enough are either On & Off or working under a corporation, and everyone else lacks either heinousness or influence, if not both.
- Kindergarten: Most heinous and powerful character (Nugget) is On & Off.
- Last of Us Duology: Most influential and high resourced villains are a villainous organization and all of the other characters are too inconsistent, or too lacking in influence or power to qualify.
- Mario and Luigi: Every villain either has little influence outside one game or has other issues such as comedy or being too on & off.
- Mass Effect: Most heinous and influential villain can be determinately redeemed and all the other villains are not heinous or influential enough to qualify.
- Paper Mario: Most influential villain is redeemed and other villains are cancelled out in power, heinousness and influence.
- ReBoot: Out of the only 2 potential candidates, Daemon is far too affable to count, while Megabyte matching up in scale lacks her power and her influence, whose grand ascension was only a result of Daemon's actions.
- SCP Foundation mythos: Given that the mythos lack a real canon, pages for each headcanon would have to be created, which would be way too laborious.
- Star vs. the Forces of Evil: All of the antagonists are either too inconsistent, too standard or both.
- Unfriended Franchise: The most powerful character is tragic and an Anti-Villain with all other villains being part of an organization or standard
- Undertale: Everyone who is fit for the title redeemed themselves and the one villain that didn't, Chara, is too enigmatic of a character to qualify.
- Zero Escape: The only PE is not influential enough and the most influential villains in the series are Anti-Villains.
